Switch from systemd-networkd to NetworkManager, add AGENTS.md

- Replace systemd-networkd/resolved symlinks with NetworkManager - Remove unused networkd config files (ethernet, wlan, wwan) - Add AGENTS.md for CI/agent guidance - Update motd and packages.x86_64
